HM Treasury:“PFI: strengthening long-term partnerships”

On the 22nd March 2006 the Government/HM Treasury published a new document: “PFI: strengthening long-term partnerships” that serves as an update of the July 2003 “PFI: meeting the investment challenge” document. The document offers an overview of the Government’s latest thinking in relation to PFI, a programme that has delivered over 500 operational projects, including 185 hospitals, 230 schools and 43 transport projects.

Summary

In publishing this document, the Government has reaffirmed its commitment to using PFI where it is value for money to do so;
The document reports a predicted pipeline of PFI deal flow of around 200 projects valued at £26 billion over the next 5 years, one of the largest comparable programmes in the world;
It also sets out the results of the extensive research carried out by Partnerships UK for the Treasury, which concludes that PFI projects are substantially meeting public service requirements;
The document also highlights the Government’s intention to strengthen and evolve PFI further by introducing measures and reforms to certain aspects of the PFI procurement process and reviewing areas to support public sector authorities.
