PFI and the 2007 Budget
The Budget on 21 March 2007 contained a number of commitments and projections relating to PFI. It specifically outlines a future dealflow of PFI credits in the upcoming 2007 Comprehensive Spending Review (CSR07) period (2008 until 2011) totalling £10.8 billion, at £3.6 billion per year. Full details of the departmental allocation will be announced when CSR07 is published in the autumn, although there has been an indication of the early CSR07 settlement for the Department for Education and Skills of £1.32 billion of PFI credits for each year of the CSR07 period. The total value of projects at preferred bidder stage will be £5.42 billion in 2007-08, comparable to the previous year, comprising an encouraging £2.3 billion for health and £465 million for Northern Ireland. Link to PFI section in BudgetThis is in line with the statement in the 2006 Budget document "PFI: strengthening long-term partnerships" which specified a total PFI deal pipeline over the next five years of 200 projects valued at £26 billion. Alongside the Budget this year HM Treasury also published the "Standardisation of PFI Contracts Version 4", which will replace SoPC3 with effect from 1 May for all PFI projects that are or will be in competitive procurement.
